BOARD MEETING MINUTES
JULY 13, 2017
Call to Order: President Steve Rayne called the meeting to order at 8:30 a.m.

Absent: Blair, Miller
Sergeant at Arms: Robert Crane
Parliamentarian: Ed Aldridge
Determination of Quorum: A quorum was present.
Treasurer’s Report and Minutes of Previous Meeting:
Motion by Walschburger, 2nd by Ashby to approve minutes of the previous meeting and treasurer’s report as printed. Voice Vote. Motion Carried.
President – Steve Rayne:
David Smith, Georgetown Mortgage, will be at the August general membership meeting to discuss mortgages and reverse mortgages.
Rodney Hill, Retired HPD, will run for City Council.
Discussion of moving the Houston Reunion to the last Saturday in April in order to have 6 months between the Houston and Fredericksburg Reunions.
Motion by Ashby, 2nd by Kivela to set the last Saturday in April as the date of the Houston Reunion. Called Vote. Motion Carried.

Discussion regarding providing HPOPS with assistance in getting the Houston voters to approve the Pension Obligation Bonds.
Discussion regarding having a HPROA booth at the 911 Hero 5K Marathon. Waiting for further information from HPD Captain Freeman.
Discussion regarding retirees having the opportunity to have identification pictures taken the reunion.
Discussion regarding the semi-annual Budget Review performed each year. The budget is in good shape and on track.
Executive Director – Bill Elkin
Pension at 4.41B. As of June 30, 2017 a total of 383 have retired, which is twice the average yearly retirements. 4 are scheduled to retire in July.
The annual HPOPS Seminar will be October 7, 2017 at the Humble Civic Center, 8233 Will Clayton Parkway, Humble.
HPOPS will reinstate the old plans on March 31, 2018 if the voters do not approve the Pension Obligation Bonds.
Governor Abbott called a Special Session of the Legislature from July 18th to August 16th, 2017 with 20 items to consider. Representatives and Senators have filed 105 Bills as of July 11th.
Discussion regarding a plaque for retiring board members who served a number of terms on the board of directors.
