Call to Order: President Steve Rayne called meeting to order at 9:45 a.m.

Prayer and Pledge of Allegiance:  Anthony Kivela  

Minutes of Previous Meeting:
Motion by Bill Elkin, 2nd by Forrest Turbeville to approve the minutes as printed. Voice Vote. Motion Carried.

HPOPS Board Member - Mike Newsome
Difficult few months for HPOPS and its members as the pension legislation worked its way through the Senate and the House.
HPOPS’ primary goal was to provide a dependable, secure pension for each retiree over the long term.  HPOPS was also able to save the $150 monthly insurance stipend and the surviving spousal benefits. 
One difficulty HPOPS deals with is younger officers without DROP accounts working with older officers who have DROP accounts.
Write down your questions and give them to Mike after the meeting.  HPOPS has a question and answer format on their webpage.  This Q & A page addresses the most often asked questions and anyone may submit a question.  
The annual HPOPS Seminar will be October 7, 2017 at the Humble Civic Center, 8233 Will Clayton Parkway, Humble.

Acknowledged and welcomed two first time attendees.  
Thanked HPOPS for working so hard to protect our pensions. 
The Board voted to change the date of the Houston Reunion to the last Saturday in April.  This change will place the Houston Reunion in April and Fredericksburg Reunion in October. 
The Board did the semi-annual Budget Review and found the budget was on track.
Election Chairman E. J. Smith thanked everyone who came in early to help prepare the 1,800 Election Ballots for mailing. 
Plan to come early (8:00 am) to the August 10th meeting to help count the returned Ballots. The election results will be announced at the August General Membership Meeting.  A complementary election luncheon will follow the meeting.  
Beale is in the foyer with information on the HPROA Long Term Care Insurance Policy underwritten by Trans America.  

Executive Director – Bill Elkin:
Pension @4.41B.  383 have retired as of June 30th; this is twice the yearly average.  4 are scheduled to retire in July.
New pension law took effect on July 1, 2017.  New benefit structure is now in effect.
Pension contributions for active officers increased to 10.5%.
Pensionable Pay will no longer include overtime, exempt time, motorcycle, clothing and mentor pay.
Formula to calculate pensions is 55% at 20 years of service and 2% after that if not entering DROP.
20-year limit in DROP.  DROP/PROP calculations changed.  Annuity only contribution into DROP/PROP accounts.  
We received a COLA on April 1, 2017.  On April 1, 2018 only those over the age of 70 will receive a COLA; those under the age of 70 will not receive a COLA for three (3) years then the COLA will be reinstated.  
March 31, 2018 is the trigger date for HPOPS to reinstate the old pension plans if Houston voters do not approve the Pension Obligation Bonds.
Firemen are circulating petitions for a citizen vote for pay parity with police.  Police have increased salaries through meet and confer with the City.  Firemen opted out of a meet and confer agreement years ago and the salaries have suffered.  If pay parity comes to a vote and is approved, it could very well have a negative effect for police.  
Governor Abbott called a Special Session of the Legislature from July 18-August 16, 2017 with 20 items to consider.  Representatives and Senators have filed 105 Bills as of July 11th. 
Letter received from Shirley Barrett thanking HPROA for their support in requesting the Parole Board deny the release of Thelette Brandon for the murder of her police officer husband.
Wiley and Jean Douglass thanked the FAC for delivering and setting up the medical equipment enabling him to be at home. They donated $150 to the FAC.  Thank you letters were also received from the families of Linda Simmons and Jerry Liles

Treasurer Report – Nelson Zoch:  
HPROA has a total of $226,000 in the bank. 

Retired Badge – Nelson Zoch:
Working on August-September paper. Articles should be submitted by July 20th.
Always looking for new articles and anyone may submit an article. 

Membership Committee –  Roy McDonald
1,780 members as of July 11th.  
Nine (9) new members were approved today.  Two (2) Associate Membership Applications were approved.  One (1) new Associate Membership Application was received.
Most dropped members just forget to renew their membership.  Please fill the renewal form out and send it in as soon as you receive it.  
Members may renew memberships with a credit card or make changes at any meeting.

Retired Badge is on the website about two week earlier than mailed papers.

Entertainment Committee – 
The Hill Country Reunion in Fredericksburg will be Saturday, October 28, 2017 from 10:00am-2:00pm at Lady Bird RV Park in the Pioneer Pavilion.  A great Catfish dinner is $10.  Don’t forget your Silent Auction items.  Make your hotel and RV reservations early.

PAC Committee – Bob Barnard
Received $4,560 in contributions.  $68,478 total PAC assets.  
Paid Ethics Commission reports and Administration fees.

Good and Welfare:
Anthony Kivela stated the Houston Police Federal Credit Union provides remote deposit of checks.  There is a HPFCU Phone App that will allow you to take a picture of the check, send it to the Credit Union and it will be deposited in your account.
