Call to Order: President Steve Rayne called meeting to order at 9:50 a.m.

Prayer and Pledge of Allegiance:  Bob Barnard  

Minutes of Previous Meeting:
Motion by Jimmy Walker, 2nd by Ron Headley, to approve the minutes as printed. Voice Vote. Motion Carried.

Acknowledged and welcomed the first time attendees.  

Suspend Regular Order Of Business

Trey Coleman – Candidate for HPOPS Board of Trustees:
Coleman is 33 years old and has been with HPD for 10 years.  He has a Master Degree in Criminal Justice. He is a financial conservative.  Believes he has better financial background, more time to make political contacts and has better contact with active officers.
Currently assigned to the Special Victims Unit.  Plans to be at HPD for next 15-20 years.  There is a need for new Trustees to learn and continue the fight for pension benefits.  
It is not the goal of those hired after 2004 to take benefits from retirees.  Wants to protect COLAs, DROP Percentages and Survivor Benefits.  Believes Survivor Benefits will be the next target.  Focus on getting HPOPS 100% funded.  

Larry Watts – Dishonored and Forgotten
Wrote Dishonored and Forgotten about the 1953 major narcotics scandal and suicide or murder of HPD Detective Martin Billnitzer.  
Heard antidotal accounts of this event over the years but became very interested after reading Gangsters Tour of Texas that dealt with this incident. Researched documents and spoke with family members of those involved with the event.
Dishonored and Forgotten is available at   Larry will donate $5 to HPROA from the sale of all books sold at todays meeting.  

Return To Regular Order Of Business
President – Steve Rayne
Approval of 2017 Budget was postponed until February for more information.  
Please stay after the meeting for the Annual Burial Fund Meeting.  We must have at least 25 members to form a quorum.  
Whitney Oaks allows the HPROA Board to hold their 8:30 a.m. meeting at their facility 
without cost.  They would like to remind everyone they serve lunch on Thursday at 11:00 a.m. to benefit the Sacred Heart Society.  
Police Chief Acevedo proposed changing the design of the HPD Badge or upgrading the current inferior quality HPD Badge.  The design of the current HPD Badge is over 100 years old. The HPOU is conducting a vote by active HPD Officers for the HPD.  The voting will end at 6:00 a.m. Friday, January 20th.  Retired Officers are not allowed to vote.  However, the HPROA Board voted to send a letter to Chief Acevedo opposing a different design for the historic HPD Badge.
M. D. Beale is in the foyer with information on the HPROA Long Term Care Insurance Policy underwritten by Trans America.  The plans are flexible with no physical exam and only available to HPROA Regular and Associate Members and their extended families.

Executive Director – Bill Elkin:
Elkin’s father was a HPD officer and wore silver Badge 369 that had to be polished.  HPD Badge is steeped in history and over 100 years old.  
HPOPS cancelled their meeting and rescheduled to January 19th.  Will attend the meeting and put information on the HPROA website.  HPOPS meetings only last 6-10 minutes.  Committee Reports are written in advance, reviewed in advance by Board Members and voted on at the meeting.  Minutes are written and posted on HPOPS website.  Public comments are allowed with prior notification.  
Elkin and Rayne attended the opening of the 85th Legislative Session.  Tried to make contact with all 27 new members from the Houston/Harris County area and those from all over Texas.  Gave HPROA computer mouse pads and scratch blocks to new Legislators.  Visited with other elected Representatives and Senators who have in the past given support to those issues of importance to our legislative programs.  
Ordered all House and Senate members a USB flash drive in the shape of a police care with the HPROA logo.  
HB143, a shell bill, authored by Rep. Dan Flynn was filed to get a number and will encompass all agreed pension provisions.  Spoke with Chief of Staff and to date there is no language.  Hope compromise agreement stand. 
Houston Fire Department representatives are unhappy with the Fire Pension Board and City agreement.  Problem is the compromise Bill states any changes will cancel the entire agreement with all three pension funds. 
Sergeant of Arms Robert Crane requested Elkin address Mike Newsome’s candidacy for the HPOPS Board since Newsome was unable to be at this meeting.  Newsome will be in Phase Down A and B for approximately 4 years and is running for an active board position.  Newsome filled a vacancy for 1 year and is now running for a 3-year term.  Mike is an HPROA member and has a special interest in keeping Survivor Benefits.  
Christmas cards were received from Governor Greg Abbott, Mayor Sylvester Turner, Senator Lois Kolkorst, Representative Lyle Larson, Representative Anna Hernandez and Mr. & Mrs. Lindsay Siriko.
Thank you letter from contribution were received from Lt. Governor Dan Patrick, Senator Charles Perry, Speaker Joe Straus and Representative Tracy King.   

Treasurer Report – Nelson Zoch:  
HPROA has a total of $224,000 in the bank.  $24,000 reserved for Family Assistance and Surviving Spouse Luncheon leaving a total of $200,000 plus in the bank.  

Retired Badge – Nelson Zoch:
Articles due by January 20th for the February-March issue.  
Always looking for new articles and anyone may submit an article.

Membership Committee – 
1,748 members as of January 10th.  
Twenty (20) new members were approved today.  
One (1) Associate Membership Application approved.  
Five (5) members were reinstated 
Members may renew memberships with a credit card or make changes at any meeting.

Website Committee – Jim Ashby
13,701 visits last month.  Over 100,000 visits last year.  
Retired Badge is on the website about two week earlier than mailed papers.

Entertainment Committee – 
The Houston Reunion will be held at the HPD Academy on Saturday, February 25, 2017 from 10:00 am-12 noon. We are looking for a host for the Houston Reunion.  
The Surviving Spouse Luncheon will be April 25, 2017 at the Houston Racquet Club.
Lanyards are available for $1 and will benefit the Surviving Spouses Luncheon.

Political Action Committee – Bob Barnard:
$54,726 in the PAC fund in December.  Received $2,865 in contributions. 

Good and Welfare:
Tim McNamara stated he teaches the Dave Ramsey Financial Peace University course at his church.  Recommend members find a course.  He stated it would give your more financial tools even if you were not in debt.
