Call to Order: President Steve Rayne called the meeting to order at 8:30 a.m.

Determination of Quorum: A quorum was present.
Treasurer’s Report and Minutes of Previous Meeting:
Motion by Walschburger, 2nd by Kivela to approve minutes of the previous meeting with the addition of 1st Vice President position being included in the August election and the approval of the treasurer’s report as printed. Voice Vote. Motion Carried.
President – Steve Rayne:
Discussed firearm safety and protocol at the HPD range with Captain Greg Fremin and Sergeant R. A. Sandoval. There have been a few instances where retired officers failed to follow range safety regulations.
Discussion regarding how HPROA Membership could work with HPOPS and HPOU in passing the Pension Obligation Bonds in the event a vote by the citizens was required.
A semi-annual Budget Review is performed each year. The review will take place in June and a report made at the July meetings.
HPROA Members participated in three activities in May. Thanked those who took the time to greet the arriving Warriors on May 18th and 19th for the Warrior Weekend. The HPOU and HPROA members hosted the Police Week Reception and Memorial Service on May 19th.
Nominating Chairman Bob Shields will announce candidates signed up for the elected positions of Board President, 1st Vice-President, Treasurer, and Positions 2, 4 6. Nominations for each position will be taken from the floor during the general membership meeting.
Election ballots will be announced and printed in June and mailed in July. Election Chairman E. J. Smith and his committee will count the returned election ballots at the August meeting. The newly elected board members announced and sworn in.
Discussion regarding the financial position of the Burial Fund. HPROA will give all the unofficial support possible.
HPOPS Chairman Terry Bratton
Wanted to thank HPROA members who made the trips to Austin and for so many phone calls and emails to the Legislators that they had to ask us to stop. It really was a big help in getting our legislation passed.
The annual HPOPS Seminar will be October 7, 2017 at the Humble Civic Center, 8233 Will Clayton Parkway, Humble. More information will follow.

HPOPS meeting was postponed. Estimated 350 retirements this fiscal year ending June 30th.
The Texas Legislature will be called into Special Session July 18th for 20 days to consider 19 items. Lawmakers can file all the bills they want, but the Legislature can only consider bills the Governor has put on the Call. Other issues may be added to a bill or the Governor may expand the scope. Have to keep monitoring each bill presented.
