Thanked everyone who drove to Austin and those who made phone calls or sent emails. It really helped and made a difference.
Annual HPOPS Retirement Seminal will be October 7, 2017 at the Humble Civic Center 8233 Will Clayton Parkway, Humble. More information will follow.
The Firemen’s lawsuit against the City has no standing on issuing the Pension Obligation Bonds.
Mayor Turner would like to issue the Pension Obligation Bonds without a vote by the citizens but it must be done by July 1, 2017. Politics here and in Austin may force him to put it to a vote. At this time it appears the Greater Houston Alliance, Labor and other large political organizations support passage of the Pension Obligation Bonds.
If the Bond vote fails to pass, all the pension reform goes away and it is back to square one. HPOPS must receive the $750 Million to proceed. HPOPS recourse would be contract reinforcement, default, then the courts.
Goal is to sustain defined pension benefits for years to come.

There has been a few issues with range protocol and safety when retirees are shooting the off duty course.
Retirees state they often have difficulty hearing the range officer’s instructions. Could something be done for better communications and could there be assistance for retirees who are having difficulty?
There is paperwork and a complicated process to qualify. Instructions for Firearm Qualification are on the left side of the HPROA Website.
Fill out forms and send them in before your license expires.
Call to set a date and time to practice if you need it.
Range Officers will call after paperwork is approved to set a time to qualify.
Qualification hours are Monday-Friday 6:30am – 8:00am – 10:00am.

Executive Director – Bill Elkin:
HPOPS postponed the monthly meeting to next week. Estimated 350 retirements this fiscal year ending June 30th.
Spoke with Mayor Turner at the Police Week Memorial Service. Elkin stated we were afraid the citizens of Houston would not vote to approve the Pension Obligation Bonds based on the failure of the 2003 vote to approve a constitution amendment guaranteeing pension benefits. Voters across the State passed the amendment but the citizens of Houston voted against it and the local option failed.
The Texas Legislature will be called into Special Session July 18th for 20 days to consider 19 items. Lawmakers can file all the bills they want but the Legislature can only consider bills the Governor has put on the Call. Have to keep monitoring each bill presented because other issues may be added to a bill or the Governor may expand the scope.
Letters were received from the families of Tommy Hastings, H. L. ‘Bubba’ Hannah and Jerry Carpenter. Letter of appreciation for the HPD pension and the HPROA was received from June Smith, widow of O. I. Smith.

President Rayne called three times for nomination from the floor for each Board Positions. There were no nominations from the floor.
Election ballots will be printed in June. The election envelopes will be stuffed at the July meeting and mailed. The returned ballots will be counted at the August meeting, the newly elected Board Members announced and sworn in. A complementary luncheon will follow the August general membership meeting.
Please be at the July meeting by 8:00 a.m. if you are willing to help prepare the ballot envelopes for mailing.

Seventeen (17) new members were approved today. Two (2) Associate Membership Applications were submitted.
Many dropped members have been contacted. Eight (8) reinstated members.
Members may renew memberships with a credit card or make changes at any meeting.
