Treasurer’s Report and Minutes of Previous Meeting:
Motion byWalschburger, 2nd by Ashbyto approve the Minutes and the Treasurer’s Report as printed. Voice Vote. Motion Carried.
President – Steve Rayne:
Administered the oath of office to Nelson Zoch, Board Position 6.
HPOPS – Terry Bratton and Dwayne Ready:
HPOPS Board Members Terry Bratton and Dwayne Ready filed for reelection. Ready filed for an Active Board Position and Bratton filed for the Retired Board Position.
Both Bratton and Ready thanked the HPROA for their support in the past and requested our endorsement and continuing support.
It is necessary to keep continuity on the Board, especially at this time. How HPOPS structures the Cash Balance Plan and the passage of the Pension Obligation Bonds are critical.
HPOU, Labor, City, HPOPS and big money political organizations support approval of the Pension Obligation Bonds. Mayor Turner may include a temporary property tax hike on the ballot; that could have a negative impact on the Pension Obligation Bonds.
Josh McGee, Chairman of Texas Pension Committee, supports the Pension Obligation Bonds and will attend the HPOPS Seminar on October 7, 2017.
If the Pension Obligation Bonds fail to pass, the pension changes will be rescinded and benefits restored but the benefits that were lost will not be grandfathered.
It is illegal for HPOPS to use pension funds for campaign advertisement. HPOPS will assist and support any organization working for passage of the Pension Obligation Bonds.
? Motion by Walschburger, 2nd by Ashby to endorse Board Members Terry Bratton and Dwayne Ready for reelection to the HPOPS Board of Directors. Voice Vote. Motion Carried.

Ron Walker will be the new Liberty Mutual Representative for the HPROA. Ron’s Direct Phone is 832-326-7816 and Office is 281-320-1181 ext. 59051.
The 911 Heroes Run at City Hall has been reschedule to 8:30am Saturday, November 11, 2017. We contacted the City coordinator who promised two 10x10 tarps and a good location for the HPROA table.
Burial Fund will hold the quarterly meeting immediately following the HPROA October12th Business Meeting.
David Smith, Georgetown Mortgage, offered to set up a presentation with a complementary meal for any of our members interested in Reverse Mortgages.
Whitney Oaks was flooded and just reopened. They would like for more of our members to stop by for the spaghetti lunch as they are having financial problems and are on the verge of having to close.
Beale stated TransAmerica changed the status of the HPROA Long Term Care. In some ways it will benefit certain members. Also expanding into a whole life insurance policy that could be used for long-term care as well as providing any unused funds to the beneficiary.

Pension value at $4.53B. There have been 19 retirements since July 1st, which is a 30-40% drop from last fiscal year. 9 signed up to retire in September 4 in October and 1 each in November and December.
Many political events were canceled due to Hurricane Harvey.
Upcoming November elections will be limited to certain issues, with our pension issue as one of them. Hurricane Harvey will cloud the issue, particularly since Mayor Turner is asking a temporary increase in property taxes to cover the cost of the storm.
Should the voters turn down the Pension Obligation Bonds, we will have a wait and see time until March 31, 2018 before the rescinding of benefits cuts can take place.
Wrote a thank you letter to the company supplying the golf cart for our use at the 911 Heroes Run.

Discussion regarding presenting a plaque to retiring Board Member.
? Motion by Ashby, 2nd by Zoch to provide a plaque to retiring Board Members who served at least two (2) terms on the HPROA Board of Directors. Voice Vote. Motion Carried.
Nelson Foehner, Family Assistance Committee, and the Board discussed how best to help those members who flooded during Hurricane Harvey.
? Motion by Walschburger, 2nd by Beale to approve additional funds requested by Family Assistance Committee for a member. Voice Vote. Motion Carried.
Nelson Zoch, Retired Badge, stated there are 310 names listed in the In Memoriaum section of the Retired Badge over a 12-month period. The policy has been to list the name when someone requested it. There are a total of 557 names on the HPROA Last Roll Call site. Discussion to include the names of all those listed on the Last Roll Call.
Aldridge volunteered to assist Zoch in picking up the Retired Badge and distributing copies to the Credit Union, HPOU and HPROA.
