Board Meeting Minutes
November 13, 2008
Call to Order:
President Jack Miller called the meeting to order at 8:30 a.m.
Present:
Ashby, Blair, Bostock, Elkin, Foehner, Gaines, Lankford, Miller, Rich, and Zoch.
Absent: J. DeFoor, Rayne, St.John, Turbeville
Sergeant at Arms: B. D. Bashaw
Determination of Quorum:
Secretary Gaines advised there was a quorum present.

Minutes of Previous Meeting:
Ø Motion by Bostock, 2nd by Foehner to approve the minutes as printed. Voice Vote. Motion Carried.
Treasurer's Report:
Ø Motion by Bostock, 2nd by Foehner to approve the Treasurer's Report as printed. Voice Vote. Motion Carried.
President's Comments - Jack Miller:
Ø Discussion regarding giving a death benefit to the surviving spouse of HPROA members. This Association averages 30 deaths a year.
· Motion by Foehner, 2nd by Blair to appoint a three man
committee to research the legal and tax aspects of establishing a surviving spouse fund for current HPROA members. This Committee will be appointed at the December meeting.

Executive Director - Bill Elkin:
Ø The PROP and DROP rate will be 7% for 2009.
Ø COLA will be effective April 1, 2009.
Ø Pension is @ 2.54 Billion. Pension Fund has lost $900 Million on paper. However, we are still in good shape.
Ø Committee Chairmen need to submit their budget request to Elkin so he can prepare the 2009 Budget.
Ø State elections resulted in 75 Republicans and 74 Democrats in the House. The Senate will have 18 Republicans and 13 Democrats if Joan Huffman wins the Senate District 17 run-offs.
Ø The HPROA representatives work both sides of the aisle and are not tied to any one political party.
Good and Welfare for the Association:
Ø Website Chairman Jim Ashby stated the Website Domain Names have been renewed for the next 10 years with GoDaddy.com for $552.
Ø To protect the HPROA and secure all similar names we renewed HPD Retired.com, HPROA.org, HPROA.com, HPROA.net, and HPROA Retired.
Ø Membership Chairman Ed Mitchell contacted HPOPS to request the names of the officers who are retiring. A letter needs to be sent to HPOPS requesting retiring officers' names under the open records act. Elkin and Mitchell will follow up.
Motion by Foehner, 2nd by Bostock to adjourn meeting at 9:00 a.m.
